Here is the text of Protocol III of the 1980 Convention on Certain Conventional Weapons, or the ICRC's commentary (PDF, 35.2 kB). The claim from our article:

is clearly not true. Rather, all weapons which are primarily incendiary in nature are prohibited from being deliberately used on non-military targets, and restrictions are made when they might hit non-military targets accidentally. (I say "non-military" rather than "civilian" there because the definition of "military targets" used is very broad, and can include civilians under some circumstances.) This protocol contains no prohibition against using napalm, or any other incendiary weapon, against purely military targets. -- Securiger
WHERE'S THE HISTORY OF DEVELOPMENT?
[edit]Why isn't there even an attempt at providing some history regarding the development of these type of weapons? It seems like the original author of this piece, and some follow on editors' motivations were more political than technical.
