Should country be listed in the lead?

The consensus is to refer to McGraw in the lead as a country singer.

Country yes, strong oppose for "singer-songwriter". That is a specific designation for a certain type of songwriter and performer. McGraw has written some of his music, but by-and-large, the songs he records are written by others -- that disqualifies him from the singer-songwriter category.
